Ripple announces increased payment activities in Singapore under its Major Payment Institution license. In the year 2024, cross-border payments are still very much like sending a letter in the mail back in the 1990's - with uncertainty about how much you will have to pay (because of all the different exchange rates), waiting many days before it arrives, and having the constant fear of losing your money somewhere along the way to the recipient. To put it simply, for corporations that do daily transfers of millions of dollars across borders, this is frustrating and costly - and absolutely ridiculous when we can stream video content in crystal-clear 4K resolution in seconds. Ripple's license for a Major Payment Institution was recently extended by Singapore's Central Bank, signaling that there is something more to it than just being able to operate in Singapore. They also have a good deal of regulatory clarity to be able to help modernize the global payments landscape.<h2>The Problem: When Payments Break Down</h2>Decades ago, banking systems began handling international payments using correspondent banks utilizing physical processes and paper-based records. In this process, many banks are involved to facilitate the transfer of funds from a Vietnamese exporter to a German supplier (a €500k payment). To complete the money transfer (from one country to another) using conventional banking processes, the Vietnamese Exporter must send money through several different banks, and at each bank in the process of moving through that country and back to Germany. Therefore, the Vietnamese exporter has to pay fees at each of those banks. Each bank may also have its compliance review process, and once the Vietnamese Exporter has sent the payment, the German Supplier has to wait for the Vietnamese Exporter to complete their compliance reviews before they will receive payment. Currently, the time it takes to process these transactions ranges from two to five days, and the fees charged to process these transactions are unpredictable; for CFOs that manage these international transactions, the constant uncertainty surrounding how long a transaction will take to reach its final destination and the ultimate amount of money that will be received is a major issue. Conventional Banking Systems were designed to use physical branches and manual (paper) ledgers. They no longer use the physical branch and paper-based ledger process, but rather, have simply converted to the use of Digitalization, however, what remains is a product that looks more like a digital interface with a rack of faxes than a product of modern technology.<h2>Singapore's Solution: Clarity as Competitive Advantage</h2>Singapore identified itself as a place that would test institutional crypto infrastructure because it offered the type of rare gift of regulatory clarity. The Monetary Authority of Singapore serves as a single regulator across all institutions in Singapore, providing one licensing framework and a single set of rules for every institution. Because there is total transparency on what companies can do, there is confidence in making multi-year infrastructure investments without the concern of having any regulation changes that may cause them to lose their investment. In stark contrast, in the USA, digital asset companies face monitoring from the SEC, CFTC, FinCEN and a variety of state agencies that have completely different rules about digital assets. Is your token a security or a commodity? What about being a payment method? That depends on which government agency is regulating you. The implementation of European MiCA legislation is clearer than what exists in the USA; however, the actual implementation of that legislation could differ substantially from country to country, as well as in their interpretations of what is required by the legislation. Singapore's all-encompassing regulatory approach has made it the leader in Asia in the crypto space. The volume of crypto usage in the Asia-Pacific region has increased by 70% annually in the past year, and Singapore is the hub for this activity. Last year the region processed $2.36 trillion in digital asset transactions not individual speculation and investments but actual payment transactions that are generating interest from institutions.<h2>How It Works: Building the Digital Rails</h2>Ripple has an authorized license that allows it to offer its services to a wider array of customers via the regulation of payments rather than just trading tokens. Ripple's technology provides banks and financial service businesses with a complete end-to-end Infrastructure allowing them to offer payment services to customers without the need to build their own Digital Rail infrastructure. Ripple uses its Blockchain Technology, stable coin, RLUSD, and XRP to process instant, transparent payments. This is like providing express lanes on a highway; you start at the same place and finish at the same destination, but with no signs or toll booths in the way. Payments can now be processed in seconds instead of being several days old and have clear fees. Compliance checks are automated versus requiring multiple manual compliance steps. Companies like BeeTech in Brazil and InstaReM in Singapore are utilizing Ripple's technology to provide quick, low-cost remittance services. Banks that utilize RippleNet save millions in costs and can provide real-time service to customers; however, the speed of adoption of this technology is a concern.<h2>Why It Matters: Infrastructure Determines Winners</h2>Although the approval of Ripple by the Singapore Monetary Authority (MAS) is an important step for Ripple and the cryptocurrency space in general, what will be more important is the regulatory clarity it will bring to allow banks and other financial institutions to modernize their payment systems using digital assets. Institutions have already started testing new payment paths using cryptocurrency rails when they have a clear understanding of how to utilize digital assets within the MAS regulatory framework, and they do not have to worry about potential regulatory action after the fact. Finances will be able to build their businesses over multi-year periods with confidence that the infrastructure they build will be viable during that time. The majority of retail-focused network users who are having disputes about meme coins, on the other hand, are now sitting back while institutional-focused network operators continue to develop the rails that will shape the way money moves in the future. The recent acquisition of Palisade, a custodian service based in Switzerland, and the purchase of Metaco for $250 million, by Ripple are recent indications of the trend towards creating the entire infrastructure stack for institutions. The expectation is that banks will be the first to utilize cryptocurrency rails as they continue to modernize their systems. The bank that transfers $10 million daily has a significantly greater pain point than the retail customer moving $100 as their settlement process is longer and will cost much more. Institutions have the highest incentive to modernize their settlement processes first. The MAS license issued to Ripple gives them regulatory protection and allows them to service Institutions on a large scale. Institutions can then use the benefits of cryptocurrency to build their business model and pass these benefits to customers and their businesses.<h2>Regional Implications: The Race Begins</h2>As Ripple continues to expand its licensing services throughout the Asia Pacific region, the company is likely to create a ripple effect across several countries, including Thailand, Indonesia and Australia. Once the Singapore corridor becomes an established market, it will serve as a sign that blockchain based payment systems work faster and cheaper than anything currently available. The lack of regulatory clarity in these countries causes concern among regulators, as they are at risk of losing trade volumes to Singapore based infrastructure, due to the inability of their regulatory framework to keep pace with innovation. Why continue to rely on slow and expensive correspondent banking systems when it is possible for businesses in Thailand to conduct transactions in seconds via Singapore for a fraction of the cost? Countries across the Asia-Pacific region may rush to establish clear regulatory frameworks to ensure that payment volumes do not migrate to Singapore based infrastructures. The most significant takeaway: Regulatory clarity is essential to encourage adoption. It also drives investment in infrastructure to support that adoption. Therefore, regulators in countries that do not have clear regulatory frameworks will likely miss out on innovative technologies being developed in other jurisdictions. For example, the EU may be motivated to implement a standardized implementation of MiCA (Markets in Crypto Assets) because of the Singapore model, causing an acceleration of cross-border innovation in the fintech sector and increasing competition for customers.<h2>Challenges Ahead: What This Doesn't Solve</h2>Even though a specific governmental authority (in this case the SEC) has authorized an organization (Ripple) to use a specific digital currency (XRP), that organization and every organization or individual that hopes to work with this particular digital currency must still comply with the same regulations and fees as everyone else engaging in cryptocurrency transactions. The fact that Ripple legally claims to be able to use XRP is an important first step for Ripple, but even so, Ripple must spend several more years meeting regulatory requirements and growing to be able to provide useful services to financial institutions.<h2>Conclusion: Clarity Creates Opportunity</h2>Singapore's updated licensing model shows the importance of regulatory clarity on creating next-generation payment systems. Moving forward, we will see the development of global finance through regulatory, institutional-rated infrastructures that will empower the transfer of money across borders as easily as sending a text message rather than through “flashy” dApps or viral tokens. While the development of digital rails evolves parallel to the traditional banking system, the use of traditional banking is still a viable means of funding transactions; institutions that can utilize both systems and create regulatory guidelines that support this evolution, will have a distinct advantage over the remaining institutions using outdated, inefficient, and costly methods of transferring money. Through our invitational program, Singapore has made it very clear that having defined regulatory guidelines is preferred over ambiguous regulations. Ripple believes institutional adoption of cryptocurrency rails will happen more rapidly than retail adoption. Additionally, institutions are projecting that, when compared with traditional banking fees, the cost to maintain blockchain infrastructures will be significantly lower than correspondent banking costs within 10 years.The discussion should not be about IF there will be cross-border payments made using blockchain rails, but rather, on WHOM will develop the infrastructure, WHERE they will be located, and whether traditional institutions will be able to adapt, or they will become obsolete.
