This is often related to the "Hydrogen" requirement. When you stake BOOT, you receive Hydrogen. To initiate the unbonding process for your BOOT, the protocol requires you to have that corresponding Hydrogen available in your wallet. If you have locked your Hydrogen into Volt or Ampere to increase your bandwidth or ranking power, you cannot unstake your BOOT until the Hydrogen lock-up period ends or you acquire additional Hydrogen through supported exchanges like LBank.
